If you are referring to more casual tournaments, you should be able to use apps like ChessLink OR White Pawn apps to connect to Lichess.org. Setting up a game between two players is generally easy to do and then you can either use the service connected to White Pawn (Pawn Town) for streaming OR use lichess.org itself as games played can allow spectators to watch relatively 'live'. (see https://lichess.org/games for an example).
A similar setup can be accomplished on Chess.com, though currently you would be limited to an Android device connection through the Chess.com app.
